Professional and Admin Services — support and back office type roles, excluding IT and Technology Services but including (for example) Finance, Human Resources, Commercial / Procurement, Strategy and General Management roles.
Lot nº 2 Master Vendor for Non-Permanent and Permanent Labour services for Information Management positions
IT and Technology services — all information technology roles, including IT project management roles, systems and tests analysts, solutions architects.
Lot nº 3 Master Vendor for Non-Permanent and Permanent Labour Services for Engineering positions
Engineering Services — all roles requiring engineering qualifications and/or experience including project engineers, discipline engineers and assurance engineers.
Lot nº 4 Campaign and High Volume Recruitment services
Recruitment services to manage campaigns for roles with typically over 10 vacancies and /or expected response of over 200 candidates. These roles are mainly operational and involve assessment centres.
Lot nº 5 Executive Search Services
Sourcing and approaching of candidates for senior, executive or highly specialised positions in TfL.
Lot nº 6 Specialist Services
The identification and definition of talent pools as groups of people with whom TfL can engage for the purpose of future employment.
Lot nº 7 Pre-Employment Screening Services
Activity undertaken prior to an employee joining TfL, including reference checking, qualification checking and criminal records checking.

The Framework has been awarded for three years with an option to extend for an additional 12 months.The total value of the Framework over its lifetime is 650 000 000 GBP. The Lot value is entered as 1 GBP as the Framework Agreement does not provide a guarantee of subsequent Call Off Contracts to be awarded. The Contracting Authority does not guarantee business through this Framework Agreement. Transport for London (TfL) has undertaken this procurement on behalf of the Greater London Authority and any Framework Agreements awarded may be also used by the GLA Group.
It is anticipated that the value of the lots could be approximately as follows:
Lot 1: from 15 % to 20 % of the value of the whole framework.
Lot 2: from 20 % to 25 % of the value of the whole framework.
Lot 3: from 50 % to 55 % of the value of the whole framework.
Lots 4 to 7 – each from 0,5 % to 2 % of the value of the whole framework.
This is a competitive procurement conducted in accordance with the Public Contracts Regulations 2006.
Transport for London (TfL) will incorporate a standstill period of at least 10 calendar days when information on the award of the Framework Agreement(s) is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from TfL before the Framework Agreement(s) is entered into. Applicants have two working days from notification of the award to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. If an appeal regarding the award of a Framework Agreement(s) has not been successfully resolved, the Public Contracts Regulations provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action to the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). If a Framework Agreement has been entered into, the court may only award damages.The standstill period has been adhered to and is now concluded.
