Quotations are hereby requested for the appointment of a service provider to undertake an investigation into the alleged SCM asset management irregularities. Scope of the investigation: The investigation will look at various SCM practices related to the asset management process. More specifically the following must be investigated: (a) Non-compliance with SCM processes and prescripts related to the asset management processes; (b) Alleged mismanagement of departmental assets with specific focus on: (i) Asset disposal process for the periods 2022/23, 2023/24 and 2024/25 (disposed assets); (ii) Asset verification processes undertaken for the periods 2022/23, 2023/24 and 2024/25; (iii) Unverified assets that could not be accounted for; and (iv) Record-keeping maintained by SCM Asset Management Unit related to asset management process; (c) Obtain and gather reliable evidence; (d) Review and identify whether the department suffered any financial loss; (e) Identify root causes that led to the identified irregularities; (f) Provide recommendations for appropriate corrective mechanisms; and (g) Provide a written report outlining the investigation results.
