Standardized Enterprise Asset Management Solution
Isavia has entered into agreement for a procure of an Enterprise Asset Management Solution. It was a direct procurement. A contracting entity may opt for direct procurement e.g. if only a certain supplier can implement the procurement for a technical reason, or for a reason related to protecting an exclusive right.

A further condition is that there are no reasonable alternatives or substitute solutions, and that the absence of competition is not due to an artificial narrowing of the terms and conditions of the procurement.
Isavia has been looking to procure a standardized Enterprise Asset Management (EAM) solution with a focus on preventive and predictive maintenance and ERP functionality. The EAM solution should also be installed and used broadly at airports. The solution in whole, should already be built and off the shelf product. The solution needs to have already made, complete processes as well as deep functionality to provide for a long-term
solution development. Any Isavia specific process requirement, if any, should be managed as configurations and not affect the solution core as a modification. Therefore low-code or no-code layer on top of the EAM solution is required, that enables Isavia to manage their process development without tampering with the core of the EAM solution.
Isavia published a Pre-Market Engagement for EAM system on Ted 23rd of June 2023. In the PME Isavia set certain minimum requirements for the EAM system and requested response from parties which fulfilled the minimum requirements. One system fulfilled the requirements set in the PME and mentioned above. On these grounds, and following a response from a Pre-Market Engagement, Isavia sees no reason to tender and has now entered into an agreement directly with Novacura. Isavia considers that there are no reasonable alternatives or substitute solutions, and that the absence of competition is not due to an artificial narrowing of the terms and conditions of the procurement.
